The LDF Government has been responsive to the sufferings and aspirations of all sections of the people. In the short span of three years sixteen enactments were made for setting up welfare funds to help affected segments like lottery agents, handloom workers, unregistered cashew workers etc. Unlike popular imagination a sizeable number of the 20 lakh Keralites living abroad or 10 lakh Keralites living in other states of the country either lead a hand-to-mouth existence or suffer in silence. We must thankfully acknowledge that non-resident Keralites send home every year more than five times the annual plan amount of the State. This phenomenal remittance has been variously helpful in the all round development of the State. It is the duty of the State to lend a helping hand to these hard-earning brothers and sisters if they lose their job, get affected by diseases and become desperate. Thus the 17th enactment came into being on February 12, 2009 with the Governor’s sanction for the bill passed in the Assembly to create a welfare fund for non-resident Keralites namely Non-Resident Keralites Welfare Fund Act – 2008. The Act ensures the welfare of non-resident Keralites by providing for the constitution of a Welfare Fund on the basis of a Non-Resident Keralites’ Welfare Scheme to grant relief, pension, and other benefits to them and to promote companies or co-operative societies or societies or other institutions of non-resident Keralites for their welfare.
